What happens if they are there?
If you don't have the the HTML stylesheets or Tidy, those lines wouldn't be in 
doc/Makefile at all (they are conditionally included in doc/Makefile.am)

That's funny. My Cygwin certainly did find it without me installing it 
manually. Anyhow XML::Handler::SGMLSpl uses the Perl MakeMaker 
stuff, so it certainly ought to have found the right location to install 
itself --- I hope?
