Gr... I thought I fixed this bug --- it's a coding error
in the wrapper script docbook2man that doesn't read the --encoding
option correctly.  For now, please workaround it
by using the command

db2x_xsltproc -s man scmxx.ru.xml | db2x_maxxml --encoding=utf-8
