[docutils:bugs] #384 allow omission of citations (rst2latex with --use-bibtex option)

Support for the "use-bibtex" option is provisional: the option may be renamed, removed or changed without advance warning!

Considerations: also support "use-biblatex"?
Long-term: a `bibliography::` or `.. citations::` directive.

Using the incredibly helpful `--use-bibtex=mybst,mybib` option, unless I provide targets for all the citation references, I do not get citation references in the text.  Instead the citation references marked as errors. Since I provide the citation info in ``mybib``, this seems completely pointless; can it be turned off?

Günter asked that I file this as a bug report.
