Doxygen version 1.3 release candidate 1 released

Hi,

I have just released the first release candidate for version 1.3 of doxygen.
The main reason for this release is to expose the new comment block parser
that is now included to a wider audience. This new parser validates the input 
and produces better warnings in the presence of typos and more robust output. 
Please test this release and let me know of problems.
