I cannot verify this. I've removed /usr/local/man/man1/refdb-ms.1 and
ran "gmake install" in man/. This installed the file properly.

This is correct. My bad. I'll fix configure.in to include these
scripts.

There must be a simple explanation. Is the file refdb-ms.1 built at
all? Do you get any spurious warnings or error messages during
building or installing?
