I've changed RefDB along these lines, and fixed a couple of other
problems which made it hard to build RefDB on Debian. I didn't try
starting from a fresh CVS checkout, but I managed to build the
prerelease I've uploaded today on Debian including the
documentation. I hope it'll be easier for you now to build some .debs.
