But this is the intended use of extended notes (except the fact that
you leave out the interesting part that makes the note "extended").

Keep in mind that xnote was not designed to be used solely in MODS
records. You can do that too, but xnote is a freestanding document
type for extended notes. Therefore you need a grouping element to keep
several notes in a file, just like you have modsCollection to hold
several mods elements. This explains xnoteset.

xnote is the extended note that contains all the housekeeping
information: who owns the note, what it is linked to, which keywords
are attached to it, when it was added, and so forth. And of course the
note proper.

note is the contents proper. From the viewpoint of the database this
is an unparsed string that comes out like it went in.
