My question is: what is being grouped? In MODS, the element mods represents a complete bibliographic record, so that's straightforward. I'm unclear on what xnote is grouping though. But let's imagine how this would be used, by individuals and groups. My argument is that an xnote is essentially topic-based. For example, I want a note on "Riots in American History". I create an xnote, with a title called "Riots in American History". I then create one or more notes within that. An xnoteset would be to group possibly related xnotes. Maybe in my case I might group notes on riots generally. If I am right, then maybe the user should be at the level of the note. Think of a workgroup that creates an xnote on some aspect of a project, but each individual adds their own notes. This is not something I'd be likely to do, but I could see others doing so.
