Right -- if you run it on a doc that doesn't actually have any Xincludes
in it, it just processes it the same way it would have if you hadn't
specified the --xinclude option at all.

I guess it may have some small impact on performance, but I don't think
most people care about that too much when generating output -- and
xsltproc is already very fast.
