Please read the standard before commenting on it, in this case TUS p.  
428, which notes (and allows) the use the IRG is making of IDSs.

Meanwhile, you're right in that the Unicode police aren't going to  
burst your door down in the middle of the night if you engage in  
foolishness like this anymore than they're going to stop you from  
using a virama in Latin text.  But that doesn't mean that it's a good  
idea, and it doesn't prevent it from being an abuse of the standard.   
And it doesn't keep you from sounding ignorant if you suggest it.
