Peter has aptly summarized the history of the Extended_Pictographic changes
in 17.0, and indeed U+2701 does not have the Extended_Pictographic property
in 17.0α draft data.

That is not merely possible, it is true. Naoto is correct 17.0α draft data
has incorrect test cases. I have identified the bug in the code that
generates the test cases, and I will deal with it next week.

While that is indeed the preferred way to report issues, there is need to
file PRI feedback on this specific issue, it will be dealt with. I will of
course ensure that Naoto is mentioned in the 17.0 acknowledgements.
