But specifically a left-to-right arrow, such as U+2192 as currently defined, correct? If they had intended a right-to-left arrow (such as U+2190) because the surrounding text is RTL, they would have typed “<--”, correct?

The new properties file proposed by 22-026 has not been adopted into the standard. The last mention of this proposal that I could find was in the UTC #172 minutes, where there was an action item to hold a private discussion with the proposer. So perhaps it is of some relevance for brainstorming.
