From my casual reading of this thread, it sounds to me like the =
Consortium is trying to avoid cases where they=E2=80=99re actively =
concerned about such copyright trolling. Your point makes sense, but =
falls into the =E2=80=9CWe hope nobody does that; if they do, =
we=E2=80=99ll have to address this, which will take years and cost =
millions of lives=E2=80=9D (well, dollars). In the meantime, =
they=E2=80=99re avoiding poking the obvious bears. Almost a =
=E2=80=9CDon=E2=80=99t ask, don=E2=80=99t tell=E2=80=9D kind of =
thing=E2=80=A6

There's *gotta* be a limit to how badly copyright trolls (I use this =
term because it seems clear to me that a script, being a =
purely-*functional* device, falls outside the gamut of productions in =
the "literary, scientific, and artistic domain" that're copyrightable =
under the Berne Convention) can kneecap Unicode's ability to encode =
things, though, right?  Otherwise, any country in the world could decree =
that it provides an infinite-length copyright term for both domestic and =
foreign works, and thereby completely destroy Unicode's ability to =
encode any scripts not already encoded.

Ok, but if klingon is officially recognized as script, the only argument =
to
not include it in Unicode can be based on "we cannot include copyrighted
glyphs". Argument "it is not used" is invalidated.
