Scaling an image without scaling line widths?

Hello.

I think the subject says it all.

Packages such as Inkscape allow one to scale an image up and down
without affecting the widths of lines.

Here's an example:

I'm a little overwhelmed by the API and am not even sure where to start
looking for such a thing.
