Hello, it seems to me that in the font you attached, there are no ‘ș’ (Unicode LATIN SMALL LETTER S WITH COMMA BELOW, 0x0219) neither ‘ț’ (LATIN SMALL LETTER T WITH COMMA BELOW, 0x021b), but you can find ‘ş’ (Unicode 0x015f using a cedilla) and ‘ţ’ (Unicode 355) as was usually done before the diffusion of Unicode (see ISO-8859-2 or Windows-1250 code pages).

 

It seems to me that this is a problem of the font.
