Re: xmlrpc_client_call() hangs.

There are a number of places, all below Xmlrpc-c code, that can wait
for a long time before giving up.  I've never seen one wait 20
minutes, but I also don't know in what way the server is down.

In any case, the way to time out earlier is to use a signal to
interrupt xmlrpc_client_call().  See alarm() and sigaction().
