What would you hope to gain by adding it to the spec?  Ensure that you
can send any client or server a 64 bit integer and it will be able to handle
it?  If so, adding to the spec wouldn't help, and going to SOAP is your
only hope (assuming SOAP has always had 64 bit integers, which you seem
to be implying).

On the other hand, if you're just sending them back and forth between
your own systems, then I don't see what you'd need a spec change for.

So maybe what you want is for some publicly distributed XML-RPC
library to have 64 bit integers.  That doesn't require a spec change.
