Not at all. In fact, Schematron is currently undergoing ISO standardization.

Schematron does not specify a way to do this so it's up to you as a user to 
make this reference.

If you want to use a GUI tool you can check out the Schematron Validator [1] 
or MarkupEditor [2] from Topologi. If you use an API validator you can 
normally turn on DTD validation as part of the XML parser that is used.
