A general Scipt to edit different SVG files

I want to create a generalized script  that works on different SVG files and edits them. The manipulation can be in the form of adding elements at a particular point or change some filters etc. This has nothing to do with the web. How do I go about it and where would I run the scripts?? I would be using Inkscape to generate the SVGs
