I don't know who has permissions to handle this. Maybe Mukul? I suppose we could escalate up the apache org if we need to.

It's confusing and could be wasting peoples time if they are making PR's to a dead repo. There are currently 10 pull requests on the [https://github.com/apache/xerces2-j/pulls] repo, perhaps they need rebasing onto xerces-j.
