Attribute-sets having the same name are merged, that's why this works fine.

Attribute-sets are not documented. You need to browse the source of the 
XSLT stylesheets to find what to do by yourself.

allow to customize an XSLT stylesheet without creating a customization 
file by hand.

It took me just 2 minutes to create and put to use the attached 
fo_custom.xsl from within XMLmind XML Editor.
