Almost a topic map

It is about a library that is storing user tags along with its
controlled vocabulary. Can you say multiple names for a subject?

True, they don't have associations, roles, types, etc., but they are
gaining benefits from the edges of topic thinking. 

Without multi-dimensional and recursive doctrines of subject identity
and without overly authoritarian models of how topic maps must be
authored. 

Could be an opportunity for "lite" weight topic map applications to make
a real inroad.
