It's a range.

If you know that Wikipedia/DBpedia keeps zip/postal codes as a range
you can split the postal codes at "," (since postal codes are not
continuous) and infer that "-" implies a range. That goes a bit beyond
the simplicity I assumed, of course.

Another problem: Bremerhaven is a part of the state of Bremen but is
not the part of the town Bremen. I don't know if this is covered by
DBpedia.

Wikipedia/DBpedia does a good job, but you may infer much more
information. And even if we treat postal codes right, we'd get the
feedback that XY is treated wrong in our mapping. :) But we can adjust
our mapping.
