It could, if we take the APP + PubSubHubbub protocols with some minor overrides of method semantics. However, to see my rationales for why not, please loop back to the beginning of the thread. :-)

I've no idea. To me, if a bunch of changes were done as a single atomic operation, it would make sense to transfer them that way, too.
