All Quiet On The Topic Map Front?

Greetings!

Apologies for the sudden slowness on my blog but I am working on 
standard citation (as in citing standards, but also doing so 
consistently) topic map.

I am treating standards as having a canonical citation, which I record 
as its name and then use the standards as scopes on the various variants 
of that citation. Which works ok, at least for standards that do 
actually exist. The citation of non-existent standards is a bit more 
challenging.

But in any case, I encountered the following citation which I report for 
your amusement:

> [CCTS] ISO/TS 15000-5:2005 Electronic Business Extensible Markup 
> Language (ebXML) — Part 5: ebXML Core Components Technical 
> Specification, Version 2.01 (identical to Part 8 of the ebXML 
> Framework) 
> http://www.oasis-open.org/committees/download.php/6232/CEFACT-CCTS-Version-2pt01.zip

The standard I was working on is cited as:

"Core Components Technical Specification - Part 8 of the ebXML Framework"

This is a claim in another citation the "Core Components...." document 
is identical to the document it cites.

I did check and it appears to be the same but it doesn't really qualify 
as an alternative citation does it?

It's an edge case, at least in this context, so it isn't a matter of 
great concern but I thought it unusual enough to worth mentioning.
