I agree with you, Steve.  But, after researching this, I found out that they 
are actually able to and I had to show them how to do this.  Anyway, thanks

I think you're just seeing the difference between what the YAML spec
ALLOWS vs. what your programmers ARE PREPARED TO HANDLE. What your
programmers are saying is, in effect, they can't handle UTF-8 or UTF-16
or whatever it is that you're giving them.
