webmin gives this error

Dear Friends,

I tried entering https://localhost:10000, 

then I tried http://my ip:10000

then I tried https://my ip:10000

and all of these give me the same answer which is

An error occured while loading
https://localhost:10000:


Could not connect to host localhost (port 10000)

so what does anybody know what is the problem here, I
think it is a very simple thing cuz I didn't do
anything yet in the system after installing.
