Re: webmin gives this error

Dear Sir,
I am NOT an expert, but I think that you should try disabling the 
firewall of the RH box your using in case you did NOT already do that.

You should also make sure that the service you are using is ON using the 
service <service_name> status command line utility.

This should diagnose the problem, should it be a straight forward one :)
