Why exactly are you not allowed to have Internet access? Are servers
not networked at all or only allowed on an internal network? In the
later case you can set up local repository and allow apt-get to do its
magic of picking packages that are needed during the install.

I found that Fully Automatic Installation
(http://wiki.fai-project.org/wiki/Main_Page) works better with .deb
based distributions than kickstar, but this is probably just a case of
picking a tool you are more comfortable with.

This sounds like you are missing either "ubuntu-keyring" or
"debian-archive-keyring" packages (or both) from the list of packages
you are installing.
