tl;dr if you have more than 1 ESP on the same disk, something is
probably really wrong.  More info here

I don't use Fedora much so I'm not sure how much help I'll be.  However,
I felt I should chime in regarding EFI.

- It's not common to have more than 1 EFI System Partition
- It's not common for motherboards to have good support for more than 1
  EFI System Partition

If you're really lucky with your systemboard, you might find that the
firmware supports "select a boot device," and actually can locate all
EFI partitions on all disks and let you select one of them.  One of them
might work.

Additionally, most software tends to assume there's just one EFI System
Partition on the host that matters.  Your setup with more than one ESP
could invite further misbehavior.
