I am not fully sure what exactly has happened, but keeping more than one
Fedora versions is nothing different than multi-booting a system with
different OSes.

Swap is not mandatory and using the same swap disk is not an issue. Using
the same /boot partition should technically make no issues as well.

I think it would be helpful if you can show relevant log files when you are
dropped into the rescue mode. Possibly the /var/log/messages

As you mention that F27 boots fine, but F26 drops you to rescue mode, that
means that F26 does boot into single user mode and therefore it is
possible, not able to find critical things to continue the startup. The log
file may lead us to the answer.
