A quick summary of where I am:

I wouldn't expect sharing swap to be an issue.

I think you can use two efi partitions but my experience comes from dual 
booting Windows10/Linux in a machne with two disks - each as its own efi 
partition. I have tried to install two version of Fedora into one efi 
partition before and it didn't work.

Both efi partitions are marked boot according to parted.

On boot I get as far as "press ctrl-D for maintenance". Logging in from 
there I can't see anything obvious in the journal.

However - if I select the advanced option on the grub screen I get a choice 
of four different kernels to boot - the first and default one gives the 
problem. The second one works just fine. The default for 26 did work fine 
before installing 27.

So its working with Fedora 26 and 27. However installing 27 does seem to 
have messed up the default kernel on version 26 which is odd because the 
root, boot and efi for 26 were not touched.
