IMO, there is no sure fire way of starting a successful LUG. I would suggest that you start is very unofficially with 3-4 Linux enthusiasts meeting up each month to chat. It usually helps if you are somehow attached to an academic institution such as a college or a school. You can reach a larger pool of people that will be interested. All long journeys start with a small step. Linux India itself started with 2 people [1] who wanted to chat about Linux. Also, help yourself before helping others.
