That should be independent of your platform actually.

For designing GUI apps, QT, wxwidgets, gtk+, Tk, Perl/Tk, Perl/GTK+ all
exist.

Take your pick of tools.
I didn't see a database requirement, so I would recommend PostgreSQL
here. You could even look at Firebird.
