Perhaps the best way to start an open source project is not asking
people to raise hands first, but rather to start working on a project
yourself and put it at a place where others can see it and take part if
they are in a position to.

The mantra is --
1. Start the work at your own (look at the example of Linus).
2. If people join you then you'll know it was an interesting project.
3. If people don't join you then you'll find out that probably you were
working on something too esoteric. ;-)

This is not the only way of collaborated development, but probably it
gives enough room for everyone and everything for an ecological growth.
