You can ty Qt. It's works on Windows as well as Linux.
It basically provides the GUI building blocks.
If you're planning to draw images, then it has some classes for that too. 
But for line-drawing and other such stuff, you'll have to use graphics
library. The GUI toolkit wouldn't help.
BTW, have you looked into OpenGL?
