[LIP] Query regarding Mobile computing.

Hi,
   I am new to mobile computing. I am trying to implement a program
for mobile phones which allowes me to caputer image from the phone
then do some image processing like Mossiacing of the images on the
images. Could some one suggest me some tool software to do it.
