On second thoughts, I think you are trying to install something from
the Fedora DVD without an Internet connection. In that case have a
look at how the .repo files are written in /etc/yum.repos.d/ You will
need to write one for your DVD, where you will use file:// instead of
http:// in the baseurl field and simply remove the mirrorlist and
gpgcheck fields. Point the baseurl to the directory in the DVD
containing the RPMs.

Disable the rest of the repos and give it a go.
