It is almost worse as a refill for some costs as much as a new printer.

When you can buy a low end laser these days for 100 bucks it is hard to 
justify a 200 dollar service visit if it is out of the warranty period. 
  If you are talking about a higher end unit, or perhaps an MFD 
(copier/fax/scanner/printer/sorter)  then you may be able to justify a 
service contract.

If your are handy, you may be able to clean the roller/foot that picks 
the paper out of the tray/bin.
