Again, the gc.ca is a special TLD. Domains under gc.ca are considered
the same as under on.ca or .ca. Whether you want to register a .on.ca is
registered by the registrar at CIRA directly. However .gc.ca is managed
by PWGSC. Domains can be requested from their web site. But the site
justice.gc.ca, for example, is registered with gc.ca, which is owned by
the Government of Canada, but justice.gc.ca is owned by the Department
of Justice specifically, not only Government of Canada. Although there
is no whois for domains under gc.ca, unlike .qc.ca or ab.ca.

Yes. It is part of the DNS records published by BIND, controlled by 
whoever maintains the DB files for the .gc.ca domain. You may have any 
number of subdomains. BIND pushes the DNS records to the name servers, 
and they handle resolution of names for the domains.
