Yes it does. I can run the same 32 bit programs as I run on Windows 10. 
I have 2 programs running here from Quarkexpress and Macromedia which 
are running on Windows 11. One requires administrator privileges and the 
other a manual install because the installer no longer works but the 
program works fine in compatibility mode XP. These programs are 26 and 
24 years old.

It's easy to verify what I have just said. Anyone with Windows 11 can 
run Task Manager and it will show all 32 bit programs running. It says 
32 bit in brackets next to the exe.

I've not found anything yet that runs on Windows 10 that doesn't run on 
Windows 11. I'm sure there are but the issues aren't always the fault of 
Microsoft. For instance a previous version of VMWare Workstation won't 
run on my later machines because of changes to the USB Root Hub. That's 
a hardware and a driver issue not being updated by VMWare. Old games are 
notorious.

You should have bought a laptop with Windows 7 installed. Own it.
