Need Permission/Clarification from you

Hi,
I made this thing -

to search & browse PHP Manual (which I downloaded in compressed format from
http://www.php.net/download-docs.php). I made it for my personal use about
3months ago and it was in my PC. Today I uploaded it to check if it works
fine online.
If I want to publish it in public what formalities I have to follow (placing
links or other stuffs).
Or am I allowed to publish such thing using your stuffs? If it is illegal
then I will put it down. It will be big help if you send me reply.
