No more automatic emails since 27/12/2020 for pt_BR translation

Hi, I am slowly making progress to migrate the pt_BR team to git workflow. But I got a new issue. There is no more "This PHP Manual build is broken" email since [1]. This bug still exists in source and is found by building machine (see [2]). This may be specific to pt_BR translation, as `it` translation has both a broken build and automatic emails. See [3] and [4]. I'm afraid *no* automatic emails are sent whatsoever, so peer revision is now very hard.
