IRC Server - PHP

Hi,
well we have been talking in IRC about getting people from all
ircnetworks together so german /french /whatever mainpoint for PHP Chatting
shouldnt
be on another network than english one / international one.
Right now "official" PHP Channel is on Efnet
but the second biggest (#php.de, german) is on ircnet.
So we came to the point it would maybe be a good idea
to create an PHP ircserver for getting those People together,
i think making this one a official one (like irc.php.net)
would help.

So if all of you agree James could setup one..

Opinions?
Ideas?
