A good point. A professional way to do it would be to use the <link> tag 
to specify the language. The "lang" attribute can be used in conjunction 
with rel="alternate" to specify locations (href="[some location]") where 
alternate interpretations can be found. The is the "standards" way to do 
it but weather or not this actually helps in the real world is a 
different issue (ie. the browser probably doesn't pop up a box saying 
"hey, you can also view the page in these languages"). I'm not sure how 
the browsers implement support for this.

Currently the www.php.net  site does not use the link tag in a language 
context.

While on on the point, the documentation could make excellent usage of 
some of the other rel types listed in the above link.

specifically, "next", "prev", and "top".
Different types of user agenets will make usage of these for different 
reasons (eg, a hand-held device with dedicated next/previous buttons).
