Hi Dean I am a member of a small web design team. We successfully implemented couple of sites using Win98+Apache+PHP+MySQL for development. We did not have any problems regarding stability of above mentioned combination. When job was done we just transferred files to Linux web server and everything was working as we planned. I believe that assumption you mentioned refers to real web servers which are permanently connected to the Internet and therefore Win32+Apache combination still should not be used there.
