notify-me-function filtered by mysql-based search-profile

Hi folks, 

Ok, I am a newby. Though I would like to set up a feature best described as a 

"notify-me-function sending only matches passing an mysql-based search-profile whenever a new record is entered into the database"

Hmmm, looks even worse in writing than in my imagination.
Did anybody by chance see, hear, know anything like that or have an advice how to get this done. I dont min to try myself, but why reinvent the wheel from scratch?
