You need to apply through the Google Summer of Code site
http://socghop.appspot.com/student/apply/google/gsoc2009

You'll need to submit a proposal for both of your ideas, including as
much information as possible about how you intend to implement each project.

If you need help with particular details then you can contact the mentors.
