Already done

* Upgrade to PHP >= 5.3.10/5.4.0 (15 June, 2012)
Done, now running 5.3.13

* Round-robin country-code configuration (30 June, 2012)
Done, now also listening on se1.php.net

* Layered, "geodispersed" rsync (30 June, 2012)
Done, now using europe.rsync.php.net
