Hello, Our company M18 (m18.ru) is located in Russia, Saint-Petersburg and we will be glad to keep a full mirror server of php.net here. I am co-founder and CEO of the company and understand all the responsibility. M18 has all nessesary resources (free machine on colocation - linux, apache, fast isp, etc).
